Why doesn't Outlook block pictures from downloading in stock spam?

Spam emails contain a picture instead of text containing stock promotions.
Why aren't these pictures trapped by Outlook's automatic picture download
prevention feature?
 
EIther because they're embedded in the message (not downloaded) or because they're coming from a "safe sender."
