WinMail does indeed put in the delimiter but AFAIK it doesn't have a way to
strip the signature besides manually.

Yea, it looks like MS still doesn't understand Usenet. Most clients will let
you select the text you want to reply to, and when you click REPLY they only
put that text in the reply (quoted), and any real Usenet client will strip
everything below the quoted signature delimiter.
I was hoping that vista would be a step up in this area, since they adopted
a Usenet method of support so long ago.
