Why doesn't delivery status notification give a reason for delay .

Received a delivery status notification from Microsoft Exchange several hours
after sending an email saying its delivery had been delayed. No error code
or reason for the delay was included. Why doesn't the notice contain useful
information?

Ask in the Exchange newsgroup - the message is generated by Exchange, not
Outlook.
