Why doesn't deleted items stay deleted?

Myself and others have a really annoying problem.
When we delete something, be it a file or a 'favorite' in IE. Next time we
boot up and log in, the file is back. I have FULL CONTROL as permissions
on my profile on teh server, and I do not log in from other machines.

What is the deal and how can I make deleted files stay deleted?
 
I had some spyware once that kept putting some entries in my Favorites. I'd remove them and they would come back. It turned out there was a jar file in my Temporary Internet Folder that was sticking around and that jar file was the culprit. So in your case the answer is some file on the system that activates and repopulates the system with the files that were previously deleted. You need to find that files(s) remove them or prohibit Windows 2000 from accessing them.
 
make sure there is not a global or local policy giving
you a desktop that cannot be saved. I have people setup
this way. They come and delete, add, do all kinds of
things. As soon as they log off, all the changes are
reversed back to the original.
 
there is no problem adding files, or favorites or anythign.
It's teh deleteion part that is the issue.
