Why does WLOC intermittently shut off the WLOC firewall?

I have been having this problem on an intermittent basis. Upon boot up, I
will find the lower right hand corner WLOC Icon in flaming red. I open the
program and am advised that the firewall has been turned off. When I try to
take corrective action to turn it back on, the program freezes. If I reboot,
it will sometimes correct itself but not always. Any suggestions?
