why does WIN.INI keep reappearing on Start Menu?

For whatever reason, it seems as though my WIN.INI file keeps reappearing on
my Start Menu where regularly used programs are listed.

It's not like it's being accessed or changed regularly, besides, why would a
file show up as opposed to a program?

How can I stop this annoyance?

XP doesn't need the win.ini file delete from c:\windows it will prolly be
recreated anyway.
