Why does the > symbol appear on some replies but not on others?

I have my Windows Mail set up for both email and newsreader functions. I
have it set to use plain text in original messages and replies and it's set
up to insert the > symbol before each line of text to which I am replying.

I've noticed that sometimes with I reply to a Usenet posting the > does not
appear but it does on others -- always appears on email replies.

Any reason for this?

If you are paying $20 for your service (the organization in you message says
"NewsGuy - Unlimited Usenet $19.95") then you are not getting a good deal
because this message was delayed by a couple of weeks.

Yes, there is a certain format for email that causes Windows Mail to not add
the reply prefix that you describe. I forget the technical details. There is
nothing we can do about it that I know of.
 
Windows Mail, and its predecessor OE, is unable to indent quoted
text with the > character if the post being quoted used MIME/
Quoted-Printable format. I am posting with that format because
it prevents long URLs from being broken. This longstanding bug
was finally fixed in the newer Windows Live Mail.
