Why does the send/receive button disappear?

When I launch Outlook 2003, the send/receive button appears briefly then
vanishes. There is no send/receive option on the tools dropdown. Sent mail
stays in the outbox, and incoming mail stays on the server. Is anyone else
having this problem? Is there a fix?
