why does 'refresh' not work?

1. because the page is being redirected.
2. because it is in a frameset.

1) why does it work with the other provider (with exactly the same website)?
2) how to solve the problem with this provider?

It is an issue with server configuration by the hosting company where you're
having the problem.
You probably won't get them to change it.
