Why does outlook hang when I can't connect

I have Outlook 2002 and frequently when Outlook is unable to connect to my
mail server it will then comsume 100% of my CPU resources and the only way to
get rid of it is to kill Outlook, which then kills explorer, which then kills
...... and I have to reboot or log off. Why is this happening and what can I
do to fix this?
