why does outlook ask "a program is trying to access...."

When I press "new" to write a new email message in Outlook I get the well
known alert box "A program is trying to access your adress book...give
access for 1-10 minutes" etc.

Can I grant permanent access so that I don't have to confirm this to write a
simple email?
