why does outlook 2003 constantly try to send a non-existant messag

My Outlook 2003 is constantly trying to send 1 message. It always tries to
send to the same POP account. It always times out with "connection was
reset". This message does not appear in the outbox. I am unable to stop this
happening.

I have run spybot, ad-aware, Nortons Security which find nothing.
Microsoft detect and repair has also been run in outlook.

What should i do next?
