Why does my meeting request arrive in text only, no voting buttons

I am using Outlook 2003, (MS Exchange via Intermedia) on XP OS, and I have
installed SP1. I'm sending meeting requests to an Outlook 2002 user, and he
only recieves a short text message (When: October 21, 2004 1:30 PM-1:30 PM
(GMT-05:00) Eastern Time (US & Canada). Where: Office*~*~*~*~*~*~*~*~*~*
), with no response voting buttons. I have checked both Allow New Time
Proposals and Request Responses (on my system, 2002 doesn't have the option).
The other way it is recieved is this:

If sending to Outlook 2000, remove the reminder.

If sending to the Internet, make sure you force rich text format.
