Why does my bottom double border button not work?

I customized my tool bar to include a button that will put two underlines in
the bottom of a cell. It seemed to work for a couple of day, but now when I
click on it, it only places a single line at the bottom of the cell. If I go
in an manually format the cell for a dual line, the button on the tool bar is
highlighted. If anyone knows what is causing this I would appreciate a
solution.

It's a bug. Some people report that it was fixed by installing service
packs, others (like me) still have the problem.
