Why does it take two minutes for me to connect?

When I start my Dell laptop, nothing I do will make this thing connect
with the outside world for about two minutes after bootup starts. I
can click on the network icons and the machine doesn't do anything.
But after about two minutes, I can tell it to dial or to connect.
This started when I installed McAfee, and now that I've removed it,
the problem continues. Okay, I admit I've not been able to remove all
of the software: the icon on the tray remains and remove software
tells me there's more to remove even though all the parts of it are
gone.

First, remove the rest of McAfee. You may have to visit their site for
removal tools or do a web-search. Be sure to scan the registry for anything
involving McAfee.

Once it is thoroughly scrubbed...

Remove all parts of McAfee. You may need to search the registry for
more turds. Hmmm, some years ago McAfee cleaned up nicely after an
uninstall but today it's behaving more and more like Norton.

RegSeeker will remove all associated detritus (registry keys,files and
folders) from any application. I found this application user friendly and
very effective but suggest *not* to use the 'Clean the Registry' option.
Click onto 'Find in registry' and in the 'Search for' box type *McAfee*;
The pertinent registry keys can then be safely deleted (just in case,
ensure that the 'Backup before deletion' is checked). Repeat the task by
typing in the Search for' box *McAfee*. You can then go on search and
remove associated files as well.
Then use NTREGOPT to compact the registry; Follow instructions.
