Why does IE6 open files with same ext. name by different ways?

I have 2 links with text file but named .tab for download
to import to a DB, there is minor different between 2
files, the "notok" one is a little bit longer then
the "ok" one, does anybody can tell me why the notok one
is opened in browser window but not like the ok one popup
a "save or open" dialog window? (you don't have to save or
open the ok one, just show you this box.

Sorry, I get the same results and I have no idea why. In fact, if I right
click and 'save target as' the ok one tries to save as a .tab file, while
the notok one tries to save a .txt file. I doesn't make any sense to me,
but at least I'll confirm your findings. Is it only this one file, or can
you do this repeatably?

Thank you for your kindly help, at lease I know this is
not a normal thing, the files are created by an online
program which gets the data from DB and write to this tab
file as plain text, maybe includes some unix characters
(return or new line) but the different of those 2 files
are normal characters, it happens on some of the records
in database, I wonder how IE6 knows it is a text file even
without .txt ext.
