Why does a 'save' progress bar appear after clicking send?

When I click 'send' in outlook, in the lower left corner of my screen, the
word 'save' appears with a green progress bar. It doesn't appear on all
messages, and is not specific to a new message or a forwarded message - it's
appeared on both - and can take several minutes before the message actually
goes out. During this time, outlook is completely locked. This email
account is on an exchange server.
 
I'm not sure if this is what you are looking for or not- but it's a Microsoft
Exchange Server email account.
