Why does a menu pop up when I hit control-C?

I use keyboard shortcuts all the time. When I go to copy a cell with
control-C in Office 2003, the Edit menu pops up next to the cell. Then I have
to select Copy. This defeats the purpose of using a keyboard shortcut. What
gives?
 
Does this happen in a particular file or on a particular sheet or all
the time? It is possible for a file to have a macro assigned the
shortcut key of c that brings up the Edit menu and cancels the usual
ctrl c functionality. It seems unlikely that someone would do that,
but, they could.

It's every file. And I've now come to realize it's every Microsoft
application, not just Excel. Essentially, CTRL+C seems to be equivalent to a
right-click. I suspect something to do with my keyboard and mouse
installation, which includes some funky hardware installed by my IT folks.

Thanks for the feedback... Looks like I'll have to look beyond Excel for the
answer.
