Bruce I know very few Corporate\Government users that have put their clients at SP4. Most are behind the Corporate firewall so there is no Security risk for them. Well it doesn't matter much. With qfecheck it can be determined exactly which hotfixes to re-apply. So yes I guess it's a non-issue.
I know hundreds of users running SP with no problems. Definitely a
non-issue.
Also, the firewall only protects against outside threats. It's best to be
fully patched.

Why? No one will ever know for sure, but my guess is that the people
doing the patches never thought about the Ssystem File Checker. How often
does the right hand really know what the left hand is doing in an
organization of any size?

Greg, I assume you meant to say SP4. We only have about a dozen servers
here and SP4 left 2 of them in an unusable state, so I definitely
understand why George has stayed at SP3 as we have.
Well, the many thousands of computers operating by the U.S. Air
Force's Air Combat Command are certainly all running SP4, and have
been for some months now. (I know, I'm an Air Force civilian
employee.) Can't imagine why anyone else wouldn't have already
updated; I'm not aware of _any_ of the thousands of PCs at my base
alone that experienced any problems from the installation of SP4 via
SMS..
