Why do Outlook Mail red flagged messages shake all text when high.

In Outlook Mail (XP and 2003 Small Office) red flagged messages flash or
shake when highlighted. This affects the whole screen
 
The "Nudge" function in Windows Live Messenger only applies to the WLM chat
screen that is open at that time and the one chatting with you must sent a
nudge. It doesn't apply to Outlook.
