Why do I get a "E'" whenever I try to type "?"

I am using the MicroSoft Outlook 2007 on my Vista version of Windows. I get
this "E'" whenever I try to type in the ? mark. My language is set at
English (USA)

Help!!!!!!!

The language setting in Outlook? What about the language stetting, and
*keyboard* setting, in Windows?
