Why Disk Cleanup won't delete all files?

Why does the Disk Cleanup tool continue to leave
the 'Webclient/Publisher Files' and 'Compress Old Files',
even after checking these items off and running the
utility over and over?

Because that's what it's supposed to do! Compress old files does exactly
that - it compresses them, it doesn't delete them!

I understand it compresses them, but why doesn't the file
size go down to zero after checking off the item and
running the tool several times?

You had better look up the word compress in the dictionary. Compress does not
mean shrink to zero.

I know what compression is. My question is why the files
for Webclient/Publisher and Compress Old Files remain on
the DiskClean tool? After checking these off and running
the utility, shouldn't these files be removable from the
disk tool screen. Why do the sizes of these 2 file
sections remain the same after periods of time?
