Why did I lose the Program Compatibility Wizard?

I hope someone can help me with this problem. Earlier this year I had to
re-install Windows XP Pro on my computer. Up until recently I've had no need
to use the Program Compatibility Wizard, but the other I went to find it in
my accessories and it wasn't there. I went to try to add windows programs and
I can't find it. Is there any way I can reinstall or access the Program
Compatibility Wizard?

The link in the Accessories Start menu is to this file compatmode.htm
See if you have that file in this path?
C:\WINDOWS\PCHealth\HelpCtr\System\CompatCtr\CompatMode.htm
