Why can't I set dvorak keyboard layout?

I wanted to set the dvorak keyboard and learn it to help with my carpal
tunnel problems, so I did (control panel - regional and language options
- languages - details - add - United States-Dvorak).
But this only seems to work for the currently running application. Any
time I open a new application (try notepad), the system reverts back to
regular "English (United States)". If I look at what is checked in the
icon that displays on the taskbar (when you set Dvorak), it in fact
shows "English (United States)". If I close notepad, it's now back on
Dvorak.

How can I get this to work?

Sorry, I figured it out. I had to remove the regular keyboard layout
from the list of available back in the control panel.

When I rebooted and logged back in, the system used the old qwerty keys
before it loaded my preferences...
