Why can't I send or receive emails through Outlook

I have a planet prepaid internet card and each time I try to use Outlook I
receive a message saying that error no. 0x800CCCF6, why is this happening. I
only purchased Office 2003 2 months ago??
 
Wrong newsgroup. This group is for the Access Database program. Please try
one of the Outlook newsgroups.

Thanks for your help, does this mean I shopuld be buying an internet card
from someone like Optus?/
 
I don't know what you're talking about. All it means is that this isn't the
correct newsgroup. The name of this newsgroup is "microsoft.public.access",
the group you need will be named "microsoft.public.outlook" or with a
subgroup name also, such as "microsoft.public.outlook.general". In other
words, you need to scroll down the list of newsgroups to the correct group,
not just post in the first group you come to.
