Why can't I see the Protection tab on cell format dialogue box?

I am using a workbook with multiple tabs. On one of the tabs when I select
the format cell option the protection Tab of the cell format dialogue box is
viewable. However on other tabs in the workbook the protection tab of the
format cell dialogue box is missing. What is going on here... I never have
encountered this issue before.
