Why can't i see other PC's?

I have a belkin router and i don't seem to be able to set up a home network
propperly. There are 4 computers on the house and one lap top. Only my PC and
the lap top are here at the moment. The lap top can see me but i can't see it.
One thing that makes this even harder is that i don't really understand much
computer jargon.
I've tried to set up the home network several times and each time it says it
has completed and the Network bridge gains a number ie: was NETWORK BRIDGE 6
and becomes 7. Any ideas?

We use AOL.
Broadband.
Lap top is wireless.
PC is wired.
I am tired.
