Why can't I save and view my photo gallery?

When I try to save my Frontpage 2003 photo gallery it says that "to save this
page and photo gallery, open a frontpage based website, and save the page to
that site." Whay does this mean and how do I do this?

Open FrontPage
Then File->Open Site or File->Open Web depending on version.
Browse to an existing website and click open. If there are no existing
websites, browse to a folder (or create a folder and browse to it) then
click open and FrontPage will convert it into a FrontPage web.

With the web open, create and save your photogallery.
