When I try to use the 'package to cd' option when using Powerpoint 2003, it
will only work when I use a writeable cd, not a rewritable one. why? do I
need to format the cd somehow? and if so, how?

Are you sure that CD writer supports CD-RW? Not all CD writers support all
writable CD formats. Can you write to a CD-RW with the software that can
with your PC outside of PowerPoint?

Try using packaging to a folder instead and then copy the contents of the
folder to the CD using your regular CD burning software.

if you mean my hardware, it is capable of writing onto rewritable disks.
have you used Powerpoint's Package to a cd before? and sorry - the rest of
your message is unclear.

won't that lose the functionability of 'package to cd', of the viewer that
allows you to view the presentation from that cd even using a computer that
doesnt have powerpoint, and make it very user friendly in that all that you
do is put the cd in and it runs?

I do not believe so.

I dont see 'packaging to a folder' as an option anywhere. Can you guide me?

Go to File > Package for CD and then click on the "Copy to folder" button. When
complete, use your CD burning software and copy the **CONTENTS** of the folder
to the CD. DO NOT copy the folder itself.
