Why can't I open some icons on the drawing toolbar?

I am trying to adjust a crooked picture. So I try opening the picture
toolbar's free rotate picture. But it is gray and cannot be opened. What do I
do?
 
To start, find a news group that pertains to the software that you are
using. This news group is for Microsoft Access.
