Free rotate option is greyed out in my Draw menu

I would like to make my page less formal by having some images (jpgs) at an
angle instead of straight up. I am using FrontPage 2003 and the help
solution under 'Rotate an AutoShape, picture or WordArt' is:
1. Select the AutoShape , picture or WordArt you want to rotate.
2. Drag the rotate handle on the object in the direction you want to rotate
it.
Note If you don't see a rotate handle, on the Drawing toolbar, in the lower
left corner of the program window, click Draw, point to Rotate or Flip, and
then click Free Rotate.
There is no rotate handle showing but when I click Draw, point to Rotate or
Flip, th free rotate option is not available, only the 90 degree left or
right and vertical or horizontal.
Can someone tell me how to do this and why FrontPage classifies a 'picture'
and a 'graphic' as different entities in this instance, but not when choosing
to add a picture (or graphic) to a web page in the first place?

The draw toolbar tools only work on VML graphics - VML is any picture or
graphic produced with tools on the drawing toolbar.

To rotate an image (.gif or .jpg) use a graphics editing program such as
Photoshop, Paint Shop Pro, etc.). Note that the result will still be a
rectangle with vertical and horizontal sides, but with your image at an
angle on a single colour background (usually white, but you can change
that in the editing program.

What you can do if you are using GIFs for the images is to
set that to some color not in the image; such as lime green,
and then set that lime green color for the transparency
