Why Can't I open any files?

I have no problems creating files. However, when I save those files and try
to open them, I get this error message that says that the file can't be
opened because of problems with anti-virus and the file is probably infected.
But if that's the case, then why does it impact EVERY single file (not just
in word, but also in excel)? I even tried creating a document, and the
moment I close it, I can no longer access it because it's infected. It says
that I should update my anti-virus program (which I have) and I've updated
Microsoft Office with the latest updates.

If you are using Norton AV, disable its Office Plug-in (this does not impact
on security).
