Why attached docs show-up as an icon in the body of the e-mail?

Some Outlook users attach a document, and it shows up in the attachment field
in the heading section of the e-mai, however other users attach a document
and it shows up as an icon in the body of the e-mail. Is there a setting that
affects this?
 
It depends on the message formatting. If it's formatted as HTML or plain
text, it will show below the Subject line. If it's formatted in Rich Text, it
will appear in the body of the email.
