Why aren't my junk email filters working?

For some reason I can't get the Junk email filters to work properly - here's
my details...

I have a number of rules setup to move email into specific folders (not sure
if this matters as I thought the junk filters function prior to my rules).

In Junk Email Options; I've selected Safe Lists Only...
In Safe Senders, I have @cisco.com, @ibm.com and (e-mail address removed)
In Safe Recepients, I have no entries
In Blocked Senders, I have a large number of addresses that I've selected as
spam has come into my InBox.

I still have email that is winding up in my Direct Emails folder - most
recently one from (e-mail address removed).

Why? What am I doing wrong?

I've seen cases where the rules seem to supercede the junk filter and that
causes the issue you're seeing. I've never seen it definitively stated
which works first, the junk filter or rules and whether or not that order
can be controlled.
