Why are characters appearing in my sent e-mails (',?, <tm> etc)?

When I send an e-mail, I sent it out in HTML format. However, when the
receiver opens it there are a lot of characters showing up (',?, <tm>) does
this mean that they have opened it in a format other then HTML? How can I
prevent this from happening? Should I send it out in PLAIN or RICH text?

If you switch to plain text format, the problem should disappear. Some
email programs (like Eudora) don't handle HTML properly.
