Why are blocked senders still able to send me e-mails?

After right clicking on an e-mail and selecting Junk Mail, Send to Blocked
Senders List, I still receive e-mails from this sender. I haven't found any
other criteria to make this selection any stronger so that it "sticks". Any
suggestions?

You sure the sender is actually using the SAME e-mail address each time?
If you are trying to eliminate spam using the blocked sender list, that
is a waste of time and a stupid solution. Spammers don't use their own
e-mail address and they change it every time they spew. You won't
eliminate spam by blocking on their everchanging bogus e-mail address.
