Why am I receiving garbage

I was sent an email with attachment and when I opened it I had pages of
garbage after the email body. Why did this happen?
 
Is this a frequent issue? If not, it could just be garbled transmission of
that particular mail item.

The message was sent in such a way that Outlook could not decode it. What
version of Outlook? What version of Windows? Was the message sent to you
specifically or were you included via Bcc and the messages sent to
"Undisclosed Recipients"?
