Whole Page Zoom scrolling

I am using Word 2003, print layout.

We color code paragraphs in our documents. When I am looking for a specific
color, I want to scroll through the document. I will change the zoom to
"whole page" which seems to be the equiviliant of 65%. The whole page shows
but when I click "next page", there is 1/4 of the bottom of the last page and
only 3/4 of the next page

For example. If I am currently viewing page 5 as a whole page. I click next
page and it will advance to page 6 but in my view, page 6 will not show as a
whole page. At the top of my view I will see about an inch of the bottom of
page 5, the page break and then I will see the start of page 6 (about 3/4 of
the page) but not the whole page.

When I am in page preview I am able to scroll seeing the whole page but I
want to be able to edit it and not have to get out of preview mode.

At first I thought it was because of track changes being on but I also
tested on an original document with no track changes it will do the same.

Automatic page breaks should show (as dotted lines) in Normal view. If you
display nonprinting marks, then can you see the breaks?
