whole numbers are being converted to percentages

Suddenly, whenever I enter a number into a cell in Excel, it's recognizing
the entry as a decimal. For example, when I type "4" it's entering ".04" I
have uninstalled and reinstalled Office and still having the same problem. I
never changed any settings, and cannot figure out what's going on. Any ideas?
 
Have you checked the cell properties by right clicking that cell and
selecting "Format Cells..." command? What do you see in the "Number" tab?
