Formatting Numbers no longer seems to work

This morning I was trying to set up a very simple quotation for a customer
and I find that entering whole numbers no longer seems to be possible.
Let's take "25" since that was the first number I wanted to enter.
It displayed as 0.0025 instead of 25
When I format the cell to
"Number" then 0.00 is displayed
"Currency" then $0.00 is displayed
"Accounting" then $0.00 is displayed
Percentage then 0.25% is displayed
There's no way I can display the whole number "25" nor any other number. I'm
using Excel 2003 and have used previous editations of Excel since 1996.
I removed Excel from Office and re-installed it, but that didn't help.
What has suddenly gone wrong?

Maybe it's just a fixed decimal setting
Click Tools > Options > Edit tab
Uncheck "Fixed decimal" > OK
