who can i contact?

i was unable to recover a encyption cert that i need to
access certain things on my drive. is there anything i can
do or anybody at microsoft i can contact to get help?

Hi,

Nope, that's what strong encryption means. The files are lost to you and
anyone else if you cannot recover the encryption cert and no recovery agent
was designated.
