White line on boot and power management

Yes I have windows xp professional edition and when I boot my computer there
is this white line (looks like the one that is used when the computer is
coming out of hibernation) right before I see the windows logo screen. Does
anyone know why it comes up everytime on a regular boot?

Also normally when you press and hold the power button in windows the
computer powers off. My computer restarts instead of powering off. Does
anyone know how to fix this? If I'm in my bios it shuts off but after in xp
it restarts when I press and hold the power button in.

I've tried everything from power options, new hard drive, bios, fresh
install and even disconnected everything besides the barebone system.

Your 'Power Options' app in Control Panel sets the default action for the
power button. You choose a drop box selection.

My computer reacts with those commands in the power options app. But when I
press and hold the power button the computer should power off right? It
restarts instead. Its not a normal restart. It powers off and on suddenly.
Also restore from ac loss in the bios is not on.
