Xp have all necessary service running for microsoft networking.
By default it has the private ip adress enable in order to attribute
automatic IP configuration if DHCP server cannot be found. If it is just for
home network you could even let it with default setting or change manually by
yours.
For point 2, you need to right click on your connection properties and
select the way you would like other to access your system
