Where's That thingy screen

Hi.

I'm running WinXP Pro, In Start/Run there is something to type in that will
take you to a screen that will allow you to remove the Recycle bin icon from
the desk top (And a few other settings). But I can't remember the command.
Can anyone enlighten me?

Download and install TweakUI:

Microsoft PowerToys for Windows XP (TweakUI)
http://www.microsoft.com/windowsxp/pro/downloads/powertoys.asp

After installing, go to Start > Programs > PowerToys for Windows XP >
TweakUI. Click on "Desktop" and uncheck "Recycle Bin", click "Apply".
