where to start with wrapper.exe and mdac 2.8

Im new at the software deployment thing and I know I should use
wrapper.exe to deploy mdac. I've downloaded wrapper.exe and placed the
mdac executable in the same folder. What is my next step?

Assuming you've done this:

I think you're looking for a custom action or maybe some other way to launch
the program after determinining the existing version on the system in
HLKM\Software\Microsoft\DataAccess Version. If you're on a CD you may want
your autoplay to check the version and run the wrapper.
