Where to setup Remote Access Policy on Group Policy?

Hi,
I have Win2k and window 2003 server running AD, When I create new user by
default to on Dia-in tab is "Control access through Remote access policy"
Where do I fine Remote access policy? Is it under Group policy then where? I
drill down all my Group policy options but I could not find.
I am not using Routing and RAS on any of my Win2k or Win 2003 severs.

This deals with routing and remote access, if you aren't using RRA then you
can't use this option. Otherwise you just define the settings on the user
as either allow or deny.
