Where to download Kazaa Capture2?

The writeup for this freeware claims that it can "capture, tunnel your
Internet activity through SOCKS5 proxy servers to hide your IP
address, and grant you security and anonymity for free."

However, I can't seem to find an active link that would allow me to
download it. I'm beginning to suspect that it's a hoax of some kind.
Anyway, I'm asking in case I'm wrong.
