Where do I allocate the amount of space to be occupied by ststem
restore in XP Pro?

My "System Properties" window does not have a System Restore tab
and I think maybe it should have one.

Open System Restore and look on the left side of the screen. Click on system
restore settings. My unsolicited suggestion is to turn off SR for all but
your OS drive, and set it to about 500 Mb's. That will allow enough space
for 6-12 restore points.

Thanks for the guidance.

I want system restore to use a minumum of space so I set it to 3%
(200MB).

For some reason it says system restore is suspended. Even if I
give it the old 5% value system restore remains suspended.

That *may* be because you had a previous set of points including a very
big one, that will not fit in 200MB. Use the Disable SR, OK and reboot
which should clear them out to start over. I'd think that the minimum
200 is in fact a bit tight - I would go along with JAX's suggestion of
500
