First thing I would try is to turn off the alert bubble, restart Outlook,
and then turn it back on.
If the above fails, take a peek in the registry to see if any values
exist
below the following locations.
HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Common\DesktopAlerts
or
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Common\DesktopAlerts

PS - The only thing usually listed under that later is the Opacity value.
I'm more curious to know if there is a XOffset and YOffset value.

up until a few days ago .... i had the great little
'semi-transparent'
alert
notification bubble visible whenever new emails would show up. ....
then
for
some strange reason they dont appear anymore???????? hlp pls.....
i still receive the tray icon and the 'ding' sound when new mail
arrives...
but no alert
