Where is the switchboard manager

I am trying to edit a switchboard or create a new one. The add in manager
seems to require visual basic which leaves the switchboard manager which I
cannot locate
 
Which Access version?

The Help menu for Access 2000 on the location of the
Switchboard Manager is incorrect. It is located under
Tools | Database Utilities.
